THỦ TỤC NHẬP KHẨU HOÁ CHẤT HUYẾT HỌC

Hàng y tế vốn là mặt hàng đặc biệt bên cạnh những thủ tục, giấy tờ chuyên ngành: từ phân loại, công bố, đến số lưu hành thì các bác cũng cần lưu ý thường xuyên cập nhật những thay đổi về luật trong quy định nhập các mặt hàng này.

I, CƠ SỞ PHÁP LÝ

  • Nghị định số 98/2021/NĐ-CP, tải full Nghị định tại đây
  • Thông tư 05/2022/TT-BYT tải full Thông tư tại đây

II, BẢN CHẤT HÀNG

  • Tên sản phẩm: HOÁ CHẤT HUYẾT HỌC (Về phần tên trang thiết bị y tế và phân nhóm sản phẩm các bác ib em để em Hoài 0904.901.070 nhé)
  • HS CODE : 3822 0090
  • Thuế NK: 0%, VAT: 5%
  • Phân loại: Loại B

III, CẦN CHUẨN BỊ GÌ TRƯỚC KHI NHẬP KHẨU HOÁ CHẤT HUYẾT HỌC

  • Phân loại và công khai phân loại B
  • Công bố tiêu chuẩn áp dụng loại B tại sở y tế mà doanh nghiệp đặt địa chỉ ĐKKD (Nộp hồ sơ và nhận kết quả trên hệ thống- anh chị cần hướng dẫn alo em 0904901070) (trong năm 2022 và dự thảo 2023 vẫn có thể tiếp tục dùng GPNK cũ để nhập khẩu)
  • Công bố đủ ĐK mua bán thiết bị y tế BCD (làm một lần và đầy đủ các mặt hàng – anh chị cần tư vấn liên hệ em Hoài)
  • Kê khai giá là yêu cầu bắt buộc trước 01/04/2022 đối với các đơn vị nhằm quản lý giá về giá vốn, lợi nhuận, giá bán ra của các doanh nghiệp đối với tbyt đang lưu hành và trước khi đưa tbyt lần đầu lưu hành trên thị trường

IV, HỒ SƠ HẢI QUAN NHẬP KHẨU HOÁ CHẤT HUYẾT HỌC

  • Commercial Invoice (Hóa đơn thương mại)
  • Bill of lading (Vận đơn)
  • Certificate of origin (Giấy chứng nhận xuất xứ) – Bản gốc hoặc bản điện tử trong trường hợp người nhập khẩu muốn được hưởng thuế nhập khẩu ưu đãi đặc biệt
  • Packing List
  • Bản phân loại và văn bản công bố tiêu chuẩn áp dụng loại B hoặc GPNK
